According to the HSB-Blendivet, the selection of the right dog for your bitch should not be based on availability at a sperm bank.

HSB-Blendivet does not want to reinforce the "popular sire effect" by helping to artificially raise high-class males beyond reasonable limits.

But it also does not want to support the breeding with below-average males, whose only merit is that their semen in stock.

Therefore, HSB-Blendivet is basically excluded from the decision to choose the mating partner for a bitch.
